The Annual Confidential Report (ACR) and Self-Appraisal Report (SAR) systems have been integral to the performance evaluation framework within the Government of West Bengal.
Annual Confidential Report (ACR):
Purpose: The ACR system was designed to assess the performance, conduct, and capabilities of government employees annually.

Self-Appraisal Report (SAR):
Introduction: To address the limitations of the ACR system, the SAR mechanism was introduced. This system allows employees to self-assess their performance, set goals, and highlight achievements.
Process: Employees fill out the SAR, which is then reviewed by their supervisors. This approach fosters a more participatory evaluation process, encouraging self-reflection and proactive career development.
Current Status: The SAR system has been adopted to promote transparency and objectivity in performance evaluations.
The shift from ACR to SAR reflects the Government of West Bengal's commitment to modernizing administrative practices and enhancing employee engagement in the evaluation process.
Several orders have been issued by the Government of West Bengal concerning the implementation and management of the Self Appraisal Report (SAR) system. Notable among these are:
Memo No. 2748-F(P2) dated 27th April 2018: This order introduced the online system for managing SARs for all Group-A employees, establishing a uniform format from the appraisal year 2017-18 onwards.
Memo No. 2861-F(Y) dated 6th May 2018: This memorandum provided detailed guidelines for the submission and grading of SARs for Group-A officers, effective from 1st June 2018.
Memo No. 3196-F(Y) dated 8th October 2021: This order extended the submission and evaluation periods for online SARs for the appraisal years 2018-19, 2019-20, and 2020-21.
Memo No. 5156-F(eGov) dated 26th December 2024: This memorandum further extended the deadlines for the evaluation of SARs up to specific dates in early 2025.
